Kansas City signed right-hander Justin Topa to a minor league deal and assigned him to Triple-A Omaha. Toronto released him from a similar deal just days earlier. Topa posted an 8.05 ERA in 19 innings with the Twins earlier this season before being DFA'd and released in May. He showed some improvement at Triple-A Buffalo with a 3.38 ERA in eight innings but continues to struggle with strikeout rates.
