Vince Velasquez signed a minor league contract with Kansas City and was assigned to Triple-A Omaha. He had previously signed with the Cubs in February, was called up and DFA'd twice, and elected free agency on June 30 rather than accept another outright assignment. Velasquez has the right to reject outright assignments due to prior outrights, and this time chose a new organization over re-signing with Chicago.
