MLB submitted a proposal to dramatically restructure the offseason transaction calendar. Under the plan, free agency would open when the Winter Meetings begin in early December and close on Dec. 21. A dead period before the Winter Meetings would allow negotiations but no signings, while trades would still be permitted. From Dec. 21 through the first Monday in February, both free-agent signings and trades would be prohibited, after which activity could resume normally.
