MLB presented a CBA proposal Thursday that would create two offseason quiet periods restricting free-agent activity. The first would cover all of November, limiting signings to re-signings only until the Winter Meetings. A second moratorium would run from just before Christmas through the start of February. The MLBPA rejected the proposals, noting they are contingent on a salary cap the union firmly opposes.
