MLB delivered a new set of CBA proposals to the Players Association on Thursday covering three major areas. The league wants to limit roster transactions to a weekly Monday window, with exemptions for injury, bereavement, and paternity leave. The injured list would shift from day-based tiers to one-week, two-week, and 12-week designations. MLB also proposed changes to the Rule 5 draft that would remove the requirement to keep drafted players on the active roster all season and shorten eligibility timelines for younger prospects.
