The MLBPA unveiled its first proposal on the Rule 4 amateur draft, roughly one month after MLB submitted its own. The union's plan preserves the existing 20-round format and soft slot bonus pool system. MLB had sought to raise the draft eligibility age to 20, cut rounds from 20 to 12, and introduce hard signing-bonus slots. The two sides show little common ground heading into what could be a contentious CBA negotiation point.
