MLB has clarified its outright waiver procedures. Once a player is placed on outright waivers, the process cannot be pulled back. If claimed, the player's contract transfers to the claiming team with the worst record, and league affiliation no longer plays a role in determining claim priority. Any player who joins a new team by August 31 is eligible to appear in that team's postseason roster.
